Commencing in January 2016, the TSMV Resort Centre Planning Team had the opportunity to meet with a diverse group of community members representing varying interests through the Smith Creek Community Advisory Group (CAG) and the Resort Centre CAG Sub-Group. Between June and September, the Planning Team hosted a series of “community conversations” with representatives from local environmental groups, recreational groups, community service groups, and residents. Finally, the Planning Team hosted several events to provide the broader community with the opportunity to learn about Resort Centre. Specifically, QPD hosted two online community conversations on wildlife and undermining as well as two drop in information sessions. These conversations with community groups informed the Planning Team’s approach to the Resort Centre ASP amendments and the associated wildlife mitigation, undermining, trails and recreation, community amenities and services, as well as the proposed land use concept.

On October 27, 2016, QuantumPlace Developments Ltd. submitted an application to the Town of Canmore to amend the Resort Centre Area Structure Plan. The application included:

  • Policy amendments to the existing ASP document (policy and maps)
  • A rationale document supporting the amendments to the Resort Centre ASP
  • The supporting Environmental Impact Statement
  • A Transportation Impact Assessment
  • A Stormwater Management and Water Servicing Report
  • The Fiscal Impact Assessment is anticipated to be submitted to the Town shortly.

An ASP is formally amended by Council through three readings of the bylaw and a public hearing which is held prior to the second reading. The public hearing is scheduled and advertised for those who wish to speak for or against the proposed amendments. Following the public hearing the bylaw will be brought back to Council to consider for the two subsequent readings. In the case of the Resort Centre ASP amendment, if Council approves all three readings of the amended bylaw, the ASP amendment is successful.
